Doesn't Measure up to "NFS Hot Pursuit"

I love a challenging racing game. Graphics are important, challenging tracks, stiff competition, realistic sound.
The cars sound realistic and that's it. The story line and goals are not even clear cut with Undercover. You are supposed to infiltrate this gang of racers but you don't know where you are on the road to doing that. After the initial cut screens you are on the street. You can drive and get the police chasing you. If you evade you are given wheelman pointts and cash to be used to upgrade your cars later. There should be a wheelman point tracker to let you know how you're doing with those points you earn. Or let you know how close you are to earning the trust of the "organization".
While on the street the down button will highlight with a race invitation against those in the organization. You press it and are transported to the race without having to drive to the location.
I've gotten to level 6 and the races are not challening at all. In a few you are one-on-one and have to win by 1000 feet driving on a busy highway. In another one-on-one you have to stay ahead for one minute; the leader can go any route he wants. In group races it's been easy to dominate and win by 20 seconds or more. You sometimes get a bonus for winning big.
The graphics are lacking considering the PS3 is in HD. The city you drive in is pretty drab except for the cut scenes.
Update: I've gone all the way through now and am at 31% of going through a second time. The races get more challenging after level 10-12. The police get better. A few of the races near the bitter end are elite level.
One disappointment is you have about 30-40 cars you can buy but tier 3, 2, and 1 cars are locked for a very long duration. I'm 30% through and still am locked on tier 4 cars, which are incredibly slow. I did not upgrade my first car but did upgrade my Lotus Elise. I would recommend saving your earnings to buy cars and not upgrade much. First time around I wasn't able to buy my Tier 1 car McClaren F1, Burgatta until over 90% into it. The end wasn't nearly as good as taking out the second "crew" you infiltrate. I was expecting the kitchen sink and all. I got one lone challenge to win. It's an alright game, that only gets challenging the last 20%.
